i'm amy hollyfield live at the larkspur ferry where the first ferry has left for the morning after service was originally cancelled for the day. it's been a confusing morning. story is coming up. oakland city leaders agree on a budget last night hours before the midnight deadline. >> here is a live look from downtown san francisco, sunny day that is unfolding. we could have the longest heat wave in probably four or five years in the forecast and will bring poor air quality. >> and all lanes are blocked westbound 80 on the ramp northbound 101. we'll have more details in just a few minutes. >> good morning. 6:00. i'm terry mcsweeney. and i'm kristen sze.

>> let's begin with breaking news, golden gate ferry service will run after all after they called on a planned strike today. amy hollyfield is live at the larkspur ferry terminal, has the first ferry taken off? >> reporter: i can confirm it i saw with my eyes. we're waiting to hear back from the union how it got out of control. they said there was going to be strike and today they called it off. union's contract just expired so union leaders put out a statement declaring a one-day strike. golden gate officials say they cancelled service altogether. that didn't sit well with the employees now this morning the strike is off. it's a lot for commuters to keep up with. >> on my way in. i heard there was going to be strike -- i don't know.

i don't know why they were striking. >> how do you feel now? >> i feel happy and i get in and out of city because traffic is going to be awful today. >> reporter: they've been negotiating a contract for the past year and a half. seven employees are about to be replaced by ticket machines so they've been fighting that. the bridge district, however, is fighting an $89 million deficit. so this internal dispute went from public and the results were confusion and a non-event. ferries are running this morning and we're waiting to hear back from the union why or how this happened. increased costs starting today for many people using public transportation. muni passengers are paying $2 more for monthly pass.

one dollar more for seniors and low income riders, cost on cable car is $6 a trip. daily parking lot costs one dollar more. stickers like that one will no longer give drivers a free pass in the carpool lanes when they drive solo. >> wait until you get your notice before you renew your registration. a new law prohibits it until the expiration date or until the dmv send out a renewal notice. they are trying to reduce backlog. dmv says everyone will get a grace period of 30 days before late fees kick in. a divided oakland city council finally passed a budget hours before the deadline. the mayor cast the deciding vote

to break the tie. it includes hiring back 22 police officers that were laid off. it imposes 15 furlough days on city staffers. they are facing a $58 million deficit. they have approved $28 million sale of the kaiser convention center. you can add oakland to the list of cities that will be suing to stop the state from cutting funding to redevelopment agencies. they hope the cut will save $1.35 billion but jean kwan says it will stop the city's affordable housing project. police and family members of missing nursing student michelle le information from reported calls from her cellphone were false. they were first reported by a san diego news outlet. they cited a source close to the

case that talked about out state of calls on her phone after she disappeared from hayward. media partner reports that hayward police interviewed people in reno and arizona they have no evidence that indicates someone got a call from michelle's phone. she disappeared five weeks ago today while on a break from class at kaiser hospital. >> starting today a carbon monoxide detector is required for most homes with an attached garage and also homes containing a fuel burning appliance. they are required to have an alarm on each level of the house. the law took effect in january for new homes and starting today it applies to existing homes. carbon monoxide a potentially deadly gas. about 4 pz00 people die each year from the poisoning. >> there is a new medical

emergency provider, rural metro of california is taking over from american medical response. this is the first new ambulance service in 30 years. the new contract runs for five years. the company is getting 55 new ambulances to transport an estimated 70,000 patients throughout most of the country. >> in silicon valley folks will notice our providers actually entering electronic medical records into smart phones that serves that the treatment is provided in the pre-hospital setting can be made available to the nurses and physicians and other staff at the hospital. >> rural metro will provide 5 specially equipped vehicles to treat obese patients. 95% of the staff will previously employed by ami. >> we got a big weekend coming up and a hot weekend coming up. >> it was getting pretty warm yesterday afternoon.

hottest days are still ahead of us, good morning, coming up on 6:07. you can see the storm track and moisture and green staying up the canadian border and dry air that will work its way toward us aiding in that heat wave developing. 60 in concord. 65 in antioch and everybody else in the mid to upper 50s half moon bay at 50 degrees. the coast will be the most comfortable while the rest of us are having above average temperatures. 66 in half moon bay. low to mid-70s richmond, oakland and upper 70s to low 80s for the rest of bay shore. mid to upper 80s in the south bay and east you bay. let's head down to the monterey bay, upper 80s to low 90s. a little more comfortable around the bay with low to mid-70s and down into salinas. take a look at the accu-weather seven-day forecast, you can see the stream of hot weather

inland. i can't remember 7 days mid to upper 90s. seven days in a row. low to mid 80s around the bay and there is the comfort at the coast, mid-80s to 80 degrees. >> injury crash that had all lanes blocked westbound 80 on the ramp to northbound 101. all lanes are open. we did have two cars facing sideways blocking that ramp but it has been cleared. we are seeing delays, speeds under 40 miles an hour and that should be cleared up shortly. check on drive times, northbound 380101, 12 minute commute. westbound 580 from 205 to 680, 21 minutes and westbound 4 making your way out of antioch towards concord is a 13 minute commute time. good news for ferry commuters, ferry service is back on.

rest of us will be searching for that cooling breeze. hottest afternoon are still ahead of us in the forecast. it will still be comfortable at the coast even where it gets hot and comfortable at night for all of us. still the good part of the heat wave is the 50s and 60s in the overnight hours. compared to 24 hours ago, everybody warmer, fremont 3, san francisco 4, san jose 5, concord 6, santa rosa, 7. all that warmth will come with 14 hours and 44 minutes of sunshine. without the clouds we will we don't have a strong breeze, no free air-conditioning except along the coast. 70s and 80s around the bay and 90s into inland valleys. down in the south bay, near 90 in los gatos. everybody else to low to mid-80s. 85 in san jose. on to the peninsula, mid to

hewlett packard is trying to make a splash with new touch pad. it has too few apps or glitches but did find some positives. >> standout feature is web os the operating system for the palm pree. it uses a playing card metaphor

and it appears as playing cards. you can flick it off the screen and easy to switch in between them. >> and exciting new start-up hit a road block. light squared promises 4-g service but they put the service on hold while it investigates a report that it would knock out 500 million gps devices. there is no telling one when professional basketball might be back. they locked out the players at midnight when the collective bargaining agreement expired. they were in red this year with $300 million in losses. owners want a hard salary cap as opposed to the current cap that blouse some teams to pay more. suppliers players and owners are far apart on every major issue.

stock futures are ahead on future reports. investors good reports on auto sales and construction spending. we'll have a report in about 15 minutes. big relief for commuters that use the golden gate ferry. in the past 12 hours there was a vote to strike and then the golden gate ferry service says we're not going to hospital and they restored service. amy hollyfield joins us live from larkspur. what is going on out there? >> reporter: it's hard to believe i'm reporting, the ferries are running but it is news today because it was called off. all ferry service was called off today which was alarming for commuters, all of them scrambling. now, the ferries are running. first one left at 5:50 this morning.

union decided to strike over contract negotiations. seven ticket takers are about to be replaced by machines. they decided to call a one-day strike. golden gate officials kald service altogether to get it done with. that really surprised the employees. they were not thrilled with that. so they decided to call the strike off. commuters had adjusted and made alternate plans, it was about 5:15 morning when they announced service would run after all. >> the press release, that stated they would be on strike this morning. apparently through the evenings they had a change of heart and they are not going to strike today. we will be running service. we just want to say how unfortunate it is for customers that the union felt was the right way to go and call a strike and then call the strike

off. >> reporter: the bridge district is facing an $89 million deficit. they have offered to reassign those seven ticket takers who are going to be losing their jobs. >> they have not responded about why all this confusion, why the strike was on and off. the union rep has just pulled up i'm going to ask some questions about all of this. i'll bring you a report at the end of this half-hour as to what the union has to say a all about this. but the commuters all they need to know is that the ferries are running. many bay area transit agencies are beginning the new fiscal year with fare increases. in san francisco it will cost you $2 a monthly adult pass and one dollar for youth, seniors, disabled and low income riders. cost of getting on a cable car

went up to $6 per trip. caltrain commuters will have to pay 25 cents more for a one way fare. monthly parking is $10 more. tolls will go up on all bay area bridges for trumers and trailers. a divided oakland city council passed a budget. it includes hiring back 22 police officers that were laid off a year ago. it will keep libraries and fire stations open while imposing 15 furlough days on city staffers. mayor jean kwan cast the deciding vote. >> everybody worked very hard. it was really close. but really the difference between the two was less an couple hundred thousand dollars. oakland is facing $58 million deficit. city has approved a $28 million sale of the henry j. kaiser kon

convention center and they agreed to give back $33 million in concessions. >> now that a new state budget is place, california university system is trying to replace lost funding by increasing tuition. charles reed will ask is trustees to approve a 12% increase. if approved, under grads would pay just over $5,000 last fall. it's more than $950 than what they paid last year. >> passage of the state budget means that california sales tax is 1% lower this morning. a temporary increase expiring at midnight. stated expected to lose about $4.5 billion because of a change. many people delayed purchases so they can save on the state taxes. san jose's new living wage kicks in today for companies that contract with the city.

if those companies provide health insurance, the new minimum wage becomes $13.59. if they don't provide health benefits the new minimum wage is 14.84. they passed the living wage ordinance in 1998 making it the highest living wage in the country. back then a booming tech industry and high housing costs were driving up the cost of living in silicon valley and driving out lower wage workers. this wage is only for companies which contract with the city. the 49ers drive for stadium in santa clara has gained some ground. mercury news says the team has sold $138 million word of luxury boxes. that doubles the funding toward the stadium and puts them quarter of the way of the money that need today build the stadium. one of biggest advantages of the new stadium is 165 luxury suites

time to head outside. mid to upper 50s around the coast and low to mid-70s around the bay shore with upper 70s around the bay shore. by 4:00, getting a little toasty especially in the east bay valleys, low 90s and stretch from 79 to san rafael to 87 in santa rosa. mid-60s to 70 degrees around the bay. seven-day forecast, look at the string of hot weather inland, mid to upper 90s about every day. could be spare-the-air day sunday and monday, if you wanted clean air, headed to the coast. sounds like we have a new accident. >> we do have a motorcycle crash kind of slowing down the commuted on westbound 580 through the altamont pass. it is over on the shoulder. westbound 580 at portola. we do have speeds under 20 miles an hour as commuters pass by the scene of the crash. your drive time on westbound 580

from 205 to 680 is half an hour. good news for ferry commuters, ferry service is back on. ferries are operating on their normal schedule out of sausalito and larkspur. all other mass transit systems on schedule, no delays. let's go outside for a live look at the ride in walnut creek. this is southbound 680. taillights are moving nice and light and no delays southbound into the san ramon valley. if you are commuting along the east shore freeway, interstate 80. heading through the berkeley area, drive time heading westbound from the carquinez bridge to the maze is about 21 minutes. once you reach the bay bridge toll plaza, metering lights have not been turned on and no delays head into san francisco. and trading is under way on wall street. we have live report from the new york stock exchange. here is a live look at the big board, dow is down four points.

restricting medical procedures. supporters of the proposed ban say the practice of circumcision is painful and crew. >> the rape case against imf chief dominique strauss-kahn could be disintegrating. there are new details that prosecutors may not believe the alleged victim. here are the details. >> reporter: the sexual assault case against former imf chief dominique strauss-kahn could be collapsing. abc news has learned that investigators have uncovered significant issues with her credibility. prosecutors are expected to tell the court they do not believe what much of the accuser has told them which could lead to charges being dropped. from the beginning he has maintained that he did not assault a maid at a luxury city hotel. prosecutors have informed his lawyers that they have discovered the accuser had a questionable relationship with

at least one alleged drug dealer and that the accuser also discussed the financial benefit of pursuing charges against dominique strauss-kahn. once considered a candidate for french president he was forced to step down from his position as head of the imf. today the judge in the case is expected to ease the conditions. former monterey congressman leon panetta has just been officially sworn in as secretary of defense. he took the oath of office in a private ceremony becoming the president obama's second pentagon chief. he sent a message, promising to emulate his predecessor, robert gates. lockheed martin it will more than double the job cuts it announced last month. the company announced 1500 more
